Samenvatting As multilateral negociations become increasingly complex and protracted, preferential trade agreements have become the centrepiece of trade diplomacy, pushing beyond tariffs into deep integration and beyond regionalism into the web of bilateral deals, raising concerns about coercion by bigger players. This study examine the American, European and Asian approaches to preferential trade agreements and their effect on trade, incvestment and economic welfare. With bilateralism in trade driven by foreign policy, environmental and social concerns, as well as market access objectives, the key question today is not preferential agreements or multilateralism, but how the various negociations interact. This volume argues that preferential agreements can complement the multilateral system but only if that system is strong enough to continue to reduce barriers to trade and strengthen rules, and so limit the distorting effects of bilateralism.

Samenvatting Unlike the 1950s and 1960s, when the rising tide of economic growth lifted most economies, the last three decades have been characterized by a paradox of greater international economic integration as well as divergent economicc growth performances. In recent years, most developing countries have grown faster than the developed economies. But the converse has been true in the 1980s and 1990s, except for a number of mostly Asian developing economies. Hence, the growing North-South gap of the last two centuries has been moderated by the better economic performance of China, India and others in East Asia, implying the expansion of the 'middle income' category.

Samenvatting The Doha Development Agenda holds the promise of substantial gains for developing countries. However, the way to realize these gains is far from obvious: the interests of various countries and groeps of countries differ widely, and technical complexities have hampered further progress since very start of negotiations. This volume provides an analysis of the main characteristics of the Doha Development Agenda: the trade talks themselves, the incresaing complexity of the WTO and its members' conflicting interests, particularly in the area of agricultural protection. The main challenge on the table is to come up with a package deal that serves the interest of developing countries in particular. Faber and van Dijck analyse the effects of various trade liberalization scenarios and present the results for varoious groups of developed and developing countries, including the G-20 and the least developed countries.

Samenvatting Processed food and drinks are usually produced in the country or region where it is consumed. Trade in processed food is only 6 % of what is consumed worldwide. An important current trend affecting the whole processed food sector is that prices for processed food companies, from the top global brands to small food manufacturers, are under serious pressure from supermarket strategies and supply requirements.This SOMO report analyses the contribution thay primary and full processing of food can make to poverty reduction and sustainable development within the current international context. First the report provides insights into the level of production, sales and international trade of processed food. Next, it discusses the structural, market, private and governement obstacles to exports and the development of a domestic processed food industry in developing countries. The report identifies the many problems which are still not sufficiently addressed in order to make food processing beneficial to all stakeholders and sustainable development. However the report does not focus on the critical issues of farmers and other suppliers to the processed food and drink industry. The study provide arguments for civil society organisations to feed the debate on trade and investment, corporate accountability and globalisation. A final chapter provides arguments to make purchasing practices more equitable and give stakeholders more rights to seek remedies against the abuses of foreign food companies and supermarkets.

Samenvatting The countries of Africa, the Caribbean and Pacific, ACP, are to a large extend marginalised in world trade. 25 years of EU-ACP co-operation under the framework of successive Lomé conventions have not been able to significantlychange this. The New Cotonou Agreement, signed on 23 june 2000 in Benin, puts increasing emphasis on the liberalisation of trade relations between the EU and the group of ACPcountries. The new EU-ACP agreement foresees the beginning of negotiations for so called 'Economic Partnership Agreements', EPAs, between the EU and the ACP countries in September 2002, to be concluded by January 2008 at latest. Before the negotiations start, ACP countries are expected to finalise the regional configurations on new trade agreements with the EU. This publication reflects on the debate.
