Sinds hun onafhankelijkheid zijn de Afrikaanse staten op een andere wijze gaan werken dan wij in het Westen gewend zijn. Het lukt de jonge staten steeds minder op eigen houtje de belangrijkste taken, zoals ordehandhaving en andere dienstverlening aan de bevolking, uit te voeren. Dit heeft consequenties op veel terreinen van het dageliijkse leven, variërend van grootschalige armoede tot toenemende onveiligheid en gewelddadige conflicten. Ook de massale migratie en het uit de hand lopen van de aids-epidemie hebben hiermee te maken. Afrikanen proberen het functioneren van hun staten door democratisering te verbeteren. Er bestaan echter geen snelle, eenvoudige oplossingen voor de sinds de onafhankelijkheid gegroeide problemen. |
