De Wereldbank integreert concepten van de derdewereldbeweging in haar neoliberale vertoog zodat ze een heel andere betekenis krijgen. Dat geldt voor armoede, sociale bescherming, sociale ontwikkeling, cultuur, empowerment, enz. De bank werkt op die manier als een rattenvanger van Hameln. Ze fluit ogenschijnlijk in de taal van de sociale bewegingen, ze neuriet de concepten van de ngo's en van de vakbonden, maar haar deuntjes horen in een heel andere muziek thuis. De bank geeft de toon aan voor andere internationale instellingen, het IMF, de UNDP, ens. Ook de millenniumdoelstellingen trekt ze naar zich toe, zonder ook maar iets te veranderen aan haar neoliberale beleid. Maar dat beleid heeft al twingtig jaar lang meer ellende en armoede veroorzaakt dan het oplost. Francine Mestrum zoekt naar elementen voor een ander beleid. Want er is wel degelijk een andere wereld mogelijk. |
