Le réchauffement climatique fait planer une menace globale sur la planète. En particulier sur les populations les plus vulnérables du Sud, déjà victimes des premiers effects dramatiques des dérèglements. En 2005 à Montréal, la Conférence des Nations unies sur les changements climatiques a tenté de garantir la pérennité du Protocole de Kyoto au-delà de 2012. The globe is warming. The more carbon dioxide from the combustion of coal, oil and gas pours into the air, the less stable the climate becomes to leave remaining fossil fuels in the ground. Yet, the dominant neoliberal approach to the crisis of carbon trading, promated by the US and enshrined in the Kyoto Protocol and the EU Emissions Trading Scheme, is failing. Slowing social and technological change dispossessing ordinary people in the South of their lands and futures, and undermining already -existing positive approaches, carbon trading only prolongs industrialised societies' dependence on fossil fuels. It is bad for the South, bad for the north, and bad for the climate. Compiling the research and analysis, this report lays out the case and discribes what can be done. |
