The Cotonou Agreement calls on the trade unions of Africa, Caribbean and Pacific (ACP) countries and European countries to take an active part in the conclusion of such agreements. Significant structural reforms on the working and living conditions of the people in ACP countries could ensue. The role of trade unions is consequently fundamental. These agreements must actually meet mandatory criteria for the promotion of decent employment, the strenghening of social and economic rights, and the respect of workers' rights.

Samenvatting African, Caribbean and Pacific countries face a huge transformation as they adapt to a more liberalised global market. Especially now they are negociating Economic Partnershaip Agreements (EPAs) with the European Union. The European Development Fund (EDF) is the main instrument of the EU for helping these countries. Grynberg and Clarke argue that despite the commitments about aid made at the 2005 G-8 summit in Gleneagles by the EU the EDF is under-resourced. Moreover there are doubts as to the effectiveness of the fund in providing time-sensitive assistance to ACP states. The contributors propose a seperate adjustment facility. If EU countries meet their target aid figures, they could fund both the traditional EDF programmes and an EPA adjustment programme.

Samenvatting The Economic Partnership Agreements, EPAs, bilateral trade deals between the EU and 77 former colonies in Africa, Caribbean and Pacific (ACP group) are seen by the EU as free trade agreements. Kenya, along with the other ACP countries, would have to grant European companies preferential access to its markets in return for the continuation of its preferential market access into the EU. EPAs will require ACP countries to liberalise most of their economy over a very short period. Kenya has undertaken liberalisation programmes in the past and this experience should be taken into account before committing to more of the same.

Samenvatting The countries of Africa, the Caribbean and Pacific, ACP, are to a large extend marginalised in world trade. 25 years of EU-ACP co-operation under the framework of successive Lomé conventions have not been able to significantlychange this. The New Cotonou Agreement, signed on 23 june 2000 in Benin, puts increasing emphasis on the liberalisation of trade relations between the EU and the group of ACPcountries. The new EU-ACP agreement foresees the beginning of negotiations for so called 'Economic Partnership Agreements', EPAs, between the EU and the ACP countries in September 2002, to be concluded by January 2008 at latest. Before the negotiations start, ACP countries are expected to finalise the regional configurations on new trade agreements with the EU. This publication reflects on the debate.
