Expert Humanitarian Assistance
CONTEXT
There is a growing need to help African communities dependent on livestock when they are no longer able to carry out their economic activities due to natural and man-made disasters. VSF-Belgium does not as yet have fully operational mechanisms to act immediately to humanitarian crisis.
VSF-Belgium has decided to revitalize and strengthen its already proven humanitarian assistance. Hence, we are looking for an expert to help us grow in livestock emergency interventions in our countries of operation.
THE ROLE
The role of the EHA is to put in place a humanitarian unit capable of providing - from the very first hour - the necessary assistance to the disaster affected livestock dependent communities who are affected by disaster.
Through his/her support and expertise, the EHA will further professionalize and develop the management of livestock emergency projects of VSF-Belgium in Africa. Therefore, the EHA ensures that the technical staff of VSF-Belgium have the ability to formulate, implement, monitor and evaluate to livestock emergency interventions.
The EHA will also support strategic and operational management of livestock emergency interventions in West Africa and the Great Lakes region.
The EHA reports to the Head of the Operations Department.
RESPONSIBILITIES
Provide support to the assessments of vulnerability contexts as well as disaster risks for our countries of operation
Ensure that our emergency and humanitarian programs are implemented in respect and in accordance with the standard guidelines for humanitarian aid
Ensure that the human resources within VSF-Belgium master and apply the methodology required for the implementation of humanitarian assistance programs, in particular the LEGS as well as VSF-Belgium guidelines and standards.
Ensure that the expertise of VSF-Belgium in emergency management is recognized and sought after by the technical and financial partners
PROFILE
Education
Degree in social science, agricultural economics, pastoralism, animal husbandry or veterinary sciences
Knowledge and experience
At least 5 years project management experience in livestock development and / or livestock emergency projects
Excellent knowledge of the disaster management cycle
Excellent knowledge of LEGS (Standards and Guidelines for Emergency animals) and humanitarian norms
Excellent knowledge of the project management cycle and of monitoring and evaluation of livestock projects
Excellent knowledge of French – practical knowledge of English
Skills
Able to analyse and synthesise complex crises

Ability to train and mobilize national and international teams in managing humanitarian crises
